I could see this being something they thought about. JaGex seems to like putting in things that make it easier for you if you want to pay a bunch extra.

Everyone is trying to be kool and maxing out skills. Like half the veteran members of KoA now are maxed or are like 2300+ skill total .

I looked at my signature today to update it to remove a 99 rc goal and replace it with a 99 dung goal. I couldn't help but notice that my overall goal to 2475 (all 99s) dynamic signature also said 100% complete!
